Ten new guides from Brussels: the Commission fills in the definitive-period detail

On 14 August the EuropeanCommission published a series of ten guidance documents supporting CBAM'sdefinitive period. It is the most complete practical material Brussels hasproduced since the scheme turned real in January, and it deserves attention fromimporters, their suppliers and verifiers alike.

What the series contains

Four general guides cover theground every participant needs: an introduction to CBAM concepts, compliancecycles and obligations; a quick-reference roadmap written for non-EU producers;the methods for calculating embedded emissions; and how the free allocationadjustment feeds into the number of certificates due. The remaining six aresector guides, one each for cement, hydrogen, fertilisers, iron and steel,aluminium and electricity, and each includes worked examples.

The worked examples are thevaluable part. Much of the confusion in the scheme's first six months has beendefinitional: which processes sit inside the system boundary, how precursormaterials are treated, and how the definitive-period calculations differ fromthe transitional ones. The sector guides answer these questions with numbersrather than prose, which is what practitioners have been asking for since thewebinars began.

Who should read what

Importers should start with thefree allocation guide, because it explains the deduction that most reduces the2026 bill. Non-EU suppliers should be sent the producer roadmap and theirsector guide, in that order. Anyone preparing monitoring plans should work fromthe emissions calculation guide, which sets out what will need to stand up toverification.

The direction of travel

The Commission is steadilyremoving the excuses. With defaults corrected, mark-ups rising and workedexamples now published for every sector, the case for staying on default valuesweakens each quarter. The guidance exists so that actual data becomes the norm,and the scheme's economics push the same way.
